You are correct in saying that all editions of Windows 7 include the Remote Desktop Connection client program. However, only Windows 7 Professional and above will allow a connection to that computer.

You can’t use Remote Desktop Connection to connect to computers running Windows 7 Starter, Windows 7 Home Basic, or Windows 7 Home Premium. The option to “allow connections to this computer” does not exist on these versions.
